"Just because someone else caught the wave before you doesn't mean he will stay on"
Every peak is crowded with people waiting to catch the wave. When a sizable on finally arrives, everyone fights for it , usually disregarding the surf etiquette ( http://www.nesurf.com/Articles/Etiquette/etiquette.html )
Some people will pop up to catch the wave, but it doesn't necessarily mean they will stay on. Therefore, always be ready to pop up yourself as soon as you see the zone is clear.
